Associated Press Indian food stamp recipients told state Social Services Secretary Deb Bowman at a meeting in Rapid City this past week that it's children and the elderly who are suffering from it. Indians at the meeting told Bowman that food stamps are not keeping up with the cost of living. Bowman says decisions to raise food stamp allocations are made in Washington, not Pierre.
