NEW YORK (AP) After a selloff yesterday that saw the Dow finish below 10,000 for the first time in years, stocks are moderately higher this morning. Investors seem encouraged by a Federal Reserve plan to buy massive amounts of short-term debt from companies. The goal is to help create demand in the credit market, and make it easier for companies to raise money.

LONDON (AP) European stocks are posting modest gains, mostly based on hope the world's leading central banks will work together to cut interest rates soon. That's what Australia's central bank just did.

Washington (AP) The government's rescue of insurance giant AIG is getting a critical eye from a House panel. Three former executives were scheduled to testify, though one of them, Hank Greenberg, has canceled.

WASHINGTON (AP) The Energy Department says even though global oil prices are way down, the cost to heat a home this winter won't be lower especially for people depending on fuel oil. On average, homeowners who use fuel oil are being told to budget an extra $449 more this winter.

NAIROBI, Kenya (AP) The American author of a best-selling book attacking Barack Obama as unfit for the presidency is being deported from Kenya, a place where Obama is extremely popular.

Jerome Corsi has been detained for not having a work permit. His book is supposed to debut there today.
