Ricky Gonzales and Cassandra Laymon say the county violated their civil rights by cutting the hair of their three children at their school to see if they were exposed to marijuana. Traill County Social Services attorney Daniel Gaustad says the lawsuit has no merit. BISMARCK, N.D. (AP) North Dakota Attorney General Wayne Stenehjem says the Legislature doesn't have absolute power to dictate how the governor does his budget recommendations. The opinion comes after lawmakers last session tried to change how Gov. John Hoeven drafts his spending plans for state government. PIERRE, S.D.
