Associated Press Beulah, N.D. (AP) Residents in Beulah and Hazen are going to the polls in a special election to decide whether to form a municipal utility for natural gas service. Hazen Auditor Sandra Bohrer says the cities have no natural gas distribution system. If they approve the idea of a municipal utility, it would be up to city commissioners to decide how it would work.
