Associated Press Bismarck, N.D. (AP) Gov. John Hoeven says he's adopted an advisory board's recommendation that the state workers compensation agency give no dividend credits on business insurance bills during the 2009-10 billing period. The dividends have cut employers' bills by as much as 62 percent. But Hoeven says he agrees with the Workforce Safety and Insurance board that WSI's investment surplus is not large enough for a dividend. Minot, N.D. (AP) A Texas man is dead after his service truck was struck by a train yesterday, about four miles west of Berthold. The Highway Patrol says the 53-year-old Rio Grande City, Texas, man was crossed the railroad tracks despite signals that a train was coming. His name has not yet been released. BISMARCK, N.D. (AP) The state Game and Fish Department says its survey of duck ponds across the state shows a 293 percent increase from last year. Biologist Mike Szymanski calls it "the single-largest turnaround in wetland conditions we've ever had." It means a good year for ducks.
