Associated Press ALBUQUERQUE, N.M. (AP) It's another high-level shake-up for Hillary Rodham Clinton's campaign. Chief strategist Mark Penn is stepping down after news broke that he'd met with representatives of the Colombian government to help promote a free trade agreement that Clinton is against. Washington (AP) Democratic National Party chief Howard Dean says a deal to seat the Florida and Michigan delegates is unlikely to be reached before summer. He says that's partly because presidential candidates Hillary Rodham Clinton and Barack Obama want to focus on the coming round of contests. White House (AP) President Bush is back in Washington after a trip to Russia to meet with outgoing President Vladimir Putin. The White House says the trip represents a victory for Bush over ongoing issues that include U.S. missile defense plans. WASHINGTON (AP) Airline passenger complaints are up 60 percent overall according to an annual survey of airline quality. The survey says the industry posted declines last year in every area it measures. On-time arrivals dropped for the fifth straight year, with more than one-quarter of all flights late.
