Associated Press SIOUX FALLS, S.D. (AP) Rain and soggy fields are delaying South Dakota's row-crop harvest. A weekly crop report says only two days last week were suitable for field work. Forty percent of the Soybean crop was harvested by Sunday, and only about one-tenth of the Corn harvest was complete. PIERRE, S.D. (AP) The state's health secretary says officials hope to offer public clinics for swine Flu vaccines by mid-November. She says the vaccine still is limited but supplies are slowly increasing. Most flu shots are being given to high-risk patients first. SIOUX FALLS, S.D. (AP) Governor Mike Rounds says the need for more money for Medicaid will add to the state's budget problems. He says he's getting a budget ready for the next Legislature and is keeping in mind that tax revenue is down and tough decisions are ahead. RAPID CITY, S.D. (AP) Federal officials say they won't consider adding the Black Hills population of a rare bird to a list of protected species.
