GOULDING JAILED Man convicted of murder placed in jail RAPID CITY, S.D. (AP) A Rapid City judge on Monday revoked the bond of Robert Goulding, who was found guilty last week of murder in the death of 56-year old Alan Kissner.

The 52-year old Goulding, of Rapid City, had been allowed to go home for the weekend and was wearing an ankle monitor.

Prosecutors argued that Goulding was a danger to the community and to himself.

He admitted shooting Kissner in the head execution-style in what he said was an assisted suicide.

Circuit Judge Merton Tice said he believes the killing was an act of compassion but that he also believes Goulding could be a danger to himself.

Goulding will be sentenced to life in prison without parole on Nov. 13. Defense attorney Tim Rensch says Goulding has high hopes for a successful appeal.

TEA PARTY Tea Party rally held in Rapid City RAPID CITY, S.D. (AP) As part of the Tea Party Express, a group from California sponsored a rally in Rapid City Monday to take the Obama administration to task.

Carrying homemade signs and U.S. flags, people at the rally heard speakers call for political action.

Republican state Rep. Gordon Howie of Rapid City said South Dakotans should stop socialism and take the power back from the government. Howie said the government should not control health care decisions and that people don't want government taxing them out of their homes and property.

Deborah K. Johns of the California group "Our Country Deserves Better" said the rally was held to encourage people to get involved in local politics to make a difference.

The Tea Party Express began Oct. 25 in San Diego and is scheduled to end with a rally in Orlando, Fla., on Nov. 12.

POLICE CHIEF FIRED Centerville fires police chief CENTERVILLE, S.D. (AP) Centerville officials have decided to fire their police chief.

The City Council fired Rachel Kopman on Monday night after she failed to show up for a second hearing to talk about her suspension.

Council members said Kopman failed to follow up on investigations and complaints and intimidated council members. She was the city's police chief for about a year and a half.

Kopman said she is the victim of retaliation after reporting problems with the council and the mayor. She said she and her attorney are awaiting results of an independent investigation.

City records show Kopman made about $50,000 a year.

Information from: KELO-TV, http://www.keloland.com SOLDIER FUNERAL Funeral set for slain soldier ALEXANDRIA, S.D. (AP) Funeral services are being held for a soldier with South Dakota ties who was killed in Afghanistan.

The Defense Department says 24-year-old Army Sgt. Eduviges "Duvi" Guadalupe Wolf of Hawthorne, Calif., died Oct. 25 when a rocket-propelled grenade hit her vehicle.

She leaves behind two children and a husband from the Alexandria area who also has been stationed in Afghanistan.

Her funeral was scheduled Tuesday in Alexandria, with burial in Farmer. The Rev. Tom Clement says Wolf's husband's family is from Farmer.

A statement from Gov. Mike Rounds says Wolf was a member of Alpha Company of the 704th Brigade Support Battalion, Fourth Brigade Combat Team, Fourth Infantry Division from Fort Carson, Colo.

Her death brings to 30 the number of service members with South Dakota connections who have died in the wars in Iraq and Afghanistan since 2003.

PIPELINE PUBLIC HEARING PUC to hold public hearing on Keystone XL PIERRE, S.D. (AP) The Public Utilities Commission gets comments from the public Tuesday evening in Pierre on the $920 million, 313-mile stretch of the Keystone XL pipeline that TransCanada Keystone plans to build across western and south central South Dakota.

It will be the fourth public hearing before the PUC as part of the Keystone XL proceeding. Earlier hearings were held in April in Winner, Philip and Buffalo.

Tuesday's session is a component of the Keystone XL Pipeline permit application hearing scheduled to end Friday.

Keystone XL would deliver up to 900,000 barrels of crude oil a day through a 36-inch pipe running from near Hardisty, Alberta, to Texas terminals near Port Arthur and Houston.

NEW PROGRAM Ed board approves new program for MTI PIERRE, S.D. (AP) The South Dakota Board of education on Monday allowed Mitchell Technical Institute to offer a speech language pathology assistant program starting next fall.

Educators say the program will be the only one of its kind in the state.

It will be offered as a two-year associate of applied science degree. Mark Wilson, director of the state Department of Educations Office of Curriculum, Career and Technical Education, says it will fill a critical need in health care and educational services offered to students in the K-12 system.

Vicki Wiese, Mitchell Technical Institute vice president, says her school has had support from across the state for the program.

A July 2008 study by the South Dakota Healthcare Workforce Center identified the speech language pathology occupation as a priority.

RARE TIGER Surviving tiger cub up to 30 pounds SIOUX FALLS, S.D. (AP) A rare tiger cub born at the Sioux Falls zoo now weighs 30 pounds and is starting to get acquainted with other big cats.

The Amur tiger cub, named Callie, is the lone survivor of a litter of six born in July at the Great Plains Zoo.

Zookeepers are taking her outside the veterinary building where she's lived since birth and will start introducing her to the Asian cat exhibit. The cub eats about 20 ounces of formula and 35 ounces of cat food daily.

She was born as part of a captive breeding program involving Amur tigers, who grow to 500 pounds. There are believed to be about 400 Amur tigers in the wild.

FISHING TOURNAMENTS GF&P taking paperwork for fishing tournaments PIERRE, S.D. (AP) Officials say the organizers of fishing tournaments in South Dakota should file their 2010 paperwork as soon as possible to make sure all requirements are met.

Applications for fishing tournaments and special events must be filed with Game, Fish and Parks Department at least 30 days before they're held.

Special events permits coordinator Jeanne Uecker (YOO'-kur) said some events will require a proof of insurance or a special waiver.

The 2010 application includes information such as the dates when fishing tournaments are not allowed as well as dates when salmon and Walleye catch-and-release tournaments are restricted.
