Associated Press RAPID CITY, S.D (AP) An Oglala woman who made false accusations of sexual abuse and assault has pleaded guilty to making a false statement. Prosecutors say 19-year-old Vanna Chief Eagle claimed that she and a sibling had been abused and assaulted by a relative. Court files say the statements were made to gain custody of the sibling. PIERRE, S.D. (AP) The South Dakota Supreme Court has appointed a committee to study the use of interpreters and translators in the state's court system. The 15-member panel will recommend ways to improve court services for people who don't speak English. RAPID CITY, S.D. (AP) A Rapid City man has pleaded guilty in federal court to mail fraud for sending fraudulent documents in an effort to gain certification as a firefighter instructor. David Monington's sentencing is set for Feb. 1, 2010. According to a plea agreement, prosecutors will recommend five years of probation and $5,000 restitution. RAPID CITY, S.D. (AP) The South Dakota Public Utilities Commission will hold a 7 p.m. public hearing on Nov. 24 at the Journey Museum in Rapid City to hear comments about the electric rate increase proposed by Black Hills Power.
