Bismarck, N.D. (AP) A statewide information and referral line has a new manager.

First Link in Fargo has taken over the 211 system from Mental Health America of North Dakota in Bismarck.

The mental health group has operated 211 for five years. Its executive director, Susan Rae Helgeland, said it gave up its 211 license at the end of October because it could no longer afford to operate the line. She said Mental Health America laid off nine employees.

Helgeland said the 211 line's use has increased each year, with about 9,000 calls in 2008, and it cost more than $200,000 a year to operate.

First Link will be the interim provider until the Public Service Commission designates a new license holder. Helgeland said she expects First Link to get the license but the process will be open to others.
