Associated Press PIERRE, S.D. (AP) Governor Mike Rounds says most of the decisions on the next state budget have already been made. And he says no one will be happy with the budget plan. Rounds says it will be a challenge minimizing the financial problems while continuing to provide needed services. SIOUX FALLS, S.D. (AP) Yankton had the highest unemployment rate among South Dakota's largest cities in October with 6.9 percent. Watertown was second with 6.7 percent unemployment. Rapid City was third with 5.7 percent unemployment. Next was Sioux Falls with 5.1 percent and Mitchell with 4.2 percent. HURON, S.D. (AP) A Huron woman has pleaded guilty to bank fraud in federal court in Sioux Falls. Ashley Contreras was accused of defrauding First Premier Bank out of more than $6,000 in August 2008 when she worked at the bank. She faces up to 30 years in prison when sentenced. BROOKINGS, S.D. (AP) A 15-year prison sentence has been handed down to a man who stole cigarettes from a Brookings convenience store. Jared Smith of Vale, Oregon, pleaded guilty to third-degree burglary for the August break-in. He has also admitted to being a habitual criminal with three or more prior felonies.
