Associated Press Bismarck, N.D. (AP) A federal court jury in Bismarck has convicted a Minnesota man on charges of mail fraud and false statements in impersonating a lawyer. Authorities said Howard O. Kieffer of Duluth represented clients in at least 10 states. North Dakota was the first to prosecute him. KATHRYN, N.D. (AP) The North Dakota National Guard is dropping one-ton bundles of sandbags to try to stop erosion along the spillway of a dam near the town of Kathryn, south of Valley City. (AP) Census Bureau officials say widespread flooding in North Dakota is causing problems for an early phase of the 2010 census that was planned for this spring. They're working with local officials on how to do "address canvassing" which involves workers using satellite technology to map all residences to be contacted next year during the official population count.
