HERSETH SANDLIN-HOUSE Herseth Sandlin to seek re-election SIOUX FALLS, S.D. (AP) South Dakota's lone U.S. House member, Democrat Stephanie Herseth Sandlin, says she plans to run for re-election.

Herseth Sandlin had said earlier that her 2010 choices included running for re-election, an open governor's seat or the U.S.

Senate.

In a release, Herseth Sandlin said she and her husband, Max Sandlin, believe it's the best decision for their family, which includes son Zachary Lars Sandlin, who turns 7 months old next week. Herseth Sandlin says she and her husband have been able to find a good balance between their professional lives and the time they are able to spend with Zachary.

SYLVATIC PLAGUE Sylvatic plague detected in Badlands National Park INTERIOR, S.D. (AP) Officials at Badlands National Park say sylvatic (sihl-VAT'-ihk) plague, a flea-borne bacterial disease, has been confirmed in a prairie dog colony in the Sage Creek Wilderness Area.

The disease was first identified in South Dakota in 2004, and was documented just south of Badlands National Park in Conata Basin last year.

Park officials say the most recent discovery is the first detection of the disease within the park.

The officials say a response plan that started last year will continue and that the main goals are protecting human health and safety and protecting the endangered black-footed ferret and its food source, prairie dogs.

Tularemia (too-luh-REE'-me-uh), or rabbit fever, also has been found in a Badlands National Park prairie dog colony.

LAKE POINSETT Handling of Lake Poinsett applications delayed PIERRE, S.D. (AP) The South Dakota Water Management Board has delayed consideration of the Lake Poinsett (PAHN'-set) Water Project District's application for flood control and water permits.

The board was to have considered the applications Thursday. The delay, at the district's request, puts the items on the agenda for the next scheduled meeting in October.

The district wants to change the operation of a flood control gate to allow Big Sioux River water to flow into Lake Poinsett.

Current operation of the gate only allows water to flow from Lake Poinsett to the river.

Some landowners and others want to supplement natural runoff with Big Sioux water to keep the 16-foot-deep lake full and protect recreational opportunities and property values.

Others want to protect the glacial lake from river water.

RAPID CITY PRISON Judge to hear prison dispute RAPID CITY, S.D. (AP) The state's plan to put a prison in southeastern Rapid City is the subject of a court hearing this week.

The Department of Corrections plans to buy a building and convert it into a minimum-security facility. But Circuit Court Judge A.P. Fuller issued a temporary restraining order on the purchase last week.

Attorney General Larry Long says a nearby landowner claims the state did not follow proper procedure for buying the property. The judge is to listen to both sides on Thursday.

A bill approved by lawmakers and signed by the governor earlier this year authorizes a $6 million prison that could accommodate 270 low-risk inmates initially and up to 400 through expansion.

Albert Munroe Jr. was arrested on charges of attempted second-degree murder and aggravated assault, but a grand jury later dropped the attempted murder charge.

Munroe still faces up to 15 years in prison and a $30,000 fine if convicted on the assault charge stemming from the May 21 incident in which he allegedly fired a handgun at neighbor Glen Myers.

Authorities say Munroe believed his neighbor had allowed his fences to deteriorate, enabling Myers' cattle to cross onto Munroe's property near Stoneville.

Mark Hoven says extra money will be needed to fight a heavy mosquito population.

Aberdeen's mosquito control budget is $175,000 this year. But Hoven says it's not unusual to pass that number.

Last year, the city spent $225,000.

Mayor Mike Levsen (LEEV'-suhn) says the city generally has a spray-as-needed policy.

pheasantS-PRESERVES SD panel looks at changes for shooting preserves PIERRE, S.D. (AP) State Game, Fish and Parks Commission member Randy Kemink says the tags placed on pheasants shot at commercial shooting preserves should be changed to distinguish between wild pheasants and the pen-raised birds the preserves release.

Kemink, of Gettysburg, also says preserve operators should pay higher fees for tags to give the state extra money that could help provide more areas open to free public hunting.

Commissioners agreed to put the tag changes and the idea of increasing the daily bag limit on preserves from 15 rooster pheasants to 20 on the agenda for their meeting August 6 and 7 in Mobridge.

Under Kemink's plan, tags for wild birds would cost 50 cents, while those for pen-raised roosters would be 15 cents. The increased fee could raise $50,000 a year.

PERRY'S LAST DAY Perry steps down from regents office PIERRE, S.D. (AP) After 15 years on the job, Tad Perry has reached his final day as executive director of the South Dakota Board of Regents.

Perry's last day was Tuesday and says his job has been about making sure higher education is available to more people throughout South Dakota. He says he will miss the staff and the people he has worked with in higher education.

During his tenure, South Dakota's higher education system has hit enrollment records.

Jack R. Warner, most recently Rhode Island's commissioner of higher education, takes over the South Dakota job Wednesday.
