Associated Press STIMULUS JOBS Report says stimulus helped SD teachers, workers PIERRE, S.D. (AP) State government's first report for the economic stimulus package says the federal program has created or saved the equivalent of 1,407 full-time jobs so far in South Dakota. Many of them went to construction workers, teachers and young people seeking summer jobs. State budget director Jason Dilges (DIHL'-juhs) says additional jobs will be created as more federal money is received for a variety of state programs. Reports will be filed every three months. He planned to discuss the stimulus spending Monday with the Legislature's Interim Appropriations Committee. The report says 332 jobs were created in a program that retrained adult workers and gave young people summer job experience. South Dakota has spent about $220 million of the $632 million allocated to state government. State agencies get stimulus money during the three years the program will operate. PINE RIDGE BOOTLEGGING Kyle man sentenced for bootlegging on Pine Ridge SIOUX FALLS, S.D. (AP) A Kyle man will serve a year probation for bootlegging on the Pine Ridge Indian Reservation. Craig Janis (jah-NEES') pleaded guilty to one count of dispensing intoxicants in Indian country. In exchange, three other counts were dismissed. According to court documents, he provided beer or vodka to four people between November and March in Kyle, and acknowledged one of the sales by pleading guilty. Because of the high alcoholism rate, federal authorities have increased enforcement of the bootlegging law after getting requests from elders and tribal leaders at Pine Ridge, where alcohol is banned. PRESERVE AMERICA Pierre, Fort Pierre seek heritage designation FORT PIERRE, S.D. (AP) Community leaders in Pierre and Fort Pierre are hoping to be named Preserve America Communities, a designation awarded for cities that maintain and promote their history and heritage. If their applications are approved, Pierre and Fort Pierre would be eligible for preservation grants, be listed on an Internet directory of Preserve America cities and be given a road sign advertising the designation. The South Dakota State Historical Society's Jason Haug says the designation recognizes communities that support and protect their heritage and use their historic properties for economic development or community revitalization. Aberdeen, Brookings, Lead and Vermillion are among the more than 750 communities across the country receiving the designation since 2003. (AP) A structural engineer who studied the 120-year-old Old Courthouse Museum in Sioux Falls has determined its attic is not strong enough to be used as a storage facility. Museum officials have moved some collections into the basement, particularly heavier items such as tools, but the basement presents other problems for artifacts, including humidity. That has spurred Minnehaha County to begin planning for a new archive center in north Sioux Falls. The county and city, which are partners in Siouxland Heritage Museums, plan to begin design work next year for a facility on donated land. Siouxland Heritage Museums director Bill Hoskins says if a new facility is not built soon, officials likely will have to find rental space. (AP) Domestic Violence Awareness Month for Holly Love had been one of little significance. Now the sister of Tami Reay said the month and the issue are rarely far from her mind. Tami Reay was murdered by her husband, Brad Reay, in Pierre in 2006. Love says she had been empathetic and aware of domestic violence, but now every month is awareness for her. Love has organized an Oct. 27 Tami Reay candlelight vigil at the Capitol, and she expects state and local law enforcement entities to be present. She hopes other families traumatized by domestic violence will attend. STUDENT BIKING SDSU student group looks at bike sharing BROOKINGS, S.D. (AP) The Student Association at South Dakota State University is working on a program in which students could borrow a free bicycle to get around campus. Some of the ideas under study would involve a system where students would swipe their student ID card to unlock a bicycle. Each bike would have a tracking device attached, and students wouldn't be able to check out another bike before returning one already checked out. Student Association President Matt Tollefson said the group is considering options and possibilities before bringing the idea back for discussion and implementation in spring. (AP) City officials in Sioux Falls say a species of mosquito that's new to the state one that bites during the day and tolerates cold weather better than other mosquitoes has been discovered in city traps. Four adult mosquitoes of a species known as the Asian bush mosquito turned up in late September. Some experts say the mosquitoes can carry diseases such as West Nile, but others say the figures don't support them transmitting it to humans. State Epidemiologist Lon Kightlinger says finding the new species is worrisome. But he says its appearance in the state was inevitable.
