Associated Press SHOOTING DEATH-ST PAUL St. Paul police hold 2 in boy's shooting death ST. PAUL, Minn. (AP) St. Paul police have two suspects in custody after the shooting death of a 15-year-old male. The victim has not been identified. Police found him with a gunshot shortly after 10 a.m when they responded to a residence on the city's east side. He was pronounced dead at the scene. Police spokesman Paul Schnell tells the St. Paul Pioneer Press the shooting may have been unintentional, but says the circumstances are still under investigation. (AP) A 24-year-old Fargo, N.D., man whose Minnesota family was featured on a cable channel reality show has been arrested, accused of trying to shoot one of his brothers. Police say Joseph Heppner pointed a loaded pistol at his 26-year-old brother, Samuel, and pulled the trigger twice. It didn't fire. Joseph told officers that he knew the gun was loaded and that he intended to scare his brother. There was a round in the chamber that apparently misfired. The brothers had gotten into an argument at Samuel's home in Fargo. Heppner remains in jail, pending $50,000 bail. The brothers are part of the Heppner family of Warroad, Minn., that boasted of 16 children. They were featured in a 2007 Learning Channel series, "Kids by the Dozen." (AP) There may be signs that the nation's economy is on the mend, but that hasn't led to any drop in need at Minnesota food shelves, homeless shelters and other assistance programs. The Twin Cities Salvation Army has seen a 130 percent increase in Christmas Assistance requests compared to last year. The program provides needy families with toys and grocery gift cards. Catholic Charities of St. Paul and Minneapolis experienced a 77 percent increase in food shelf visits in September and October. Its Dorothy Day Center has regularly been sheltering 240 people a night, right at its capacity. During the first half of 2009, the 300 food shelves across Minnesota have seen a 26 percent increase in visits compared with the same period in 2008. The increase is even higher in the Twin Cities. Information from: St. Paul Pioneer Press, http://www.twincities.com INVESTMENT FRAUD CHARGES Accused Apple Valley money manager spent lavishly MINNEAPOLIS (AP) An Apple Valley money manager accused by federal regulators of running an international Ponzi scheme owned a garage full of luxury cars, an island in Canada, a 60-foot houseboat with a stripper pole and a two-person submarine. Trevor Cook had his business interests put in a receivership this week at the request of federal regulators. They say he amassed a fortune through fraud involving currency trades. His lawyer has declined comment on the charges. The Star Tribune reports that in court papers, one of Cook's former business partners says he bought the sub for $40,000 on ebay. It was to travel to and from his island on Rainy Lake, north of Fort Frances, Ontario. But Cook wrote in a letter to a Swiss associate last spring that the Rainy Lake water was too dark and muddy for the submarine so he bought the house boat instead. Information from: Star Tribune, http://www.startribune.com WEATHER WATCHERS Weather watchers' network to go nationwide FORT COLLINS, Colo. (AP) A network of volunteer weather watchers started by state climatologist and Colorado State University researcher Nolan Doesken (DUS'-kun) will soon be in all 50 states. Minnesota will be the 50th state in the network when it joins Tuesday. The Community Collaborative Rain, Hail and Snow Network, or CoCoRaHS, already has about 14,600 volunteers nationwide. Doesken says scientists across the country use the information from the volunteers. Participants document the size, intensity and patterns of precipitation. The program was started after five people died in a flood that devastated parts of Fort Collins in July 1997. The National Oceanic and Atmospheric Administration is one of the program's major sponsors. MINN BUSINESS FILINGS-RECORD Official: 2009 likely record year for Minn. biz ST. PAUL, Minn. (AP) Minnesota Secretary of State Mark Ritchie says the state will set a record in new business filings by the end of 2009. The Secretary of State's office has averaged 5,400 new filings a month, which Ritchie says significantly outpaces the 2007 filing rate when the current record was set. If current trends hold, the office will top 63,000 filings. That's a 15 percent increase over last year, and an improvement from the 2007 record of 55,782 filings. Such filings are required of all Minnesota-based companies and those outside the state doing business here. Ritchie says the expected 2009 high-water mark is positive economic news.
