   The event is in response to the proposed Cap and Trade legislation going through congress.

Bismarck State College is projecting a record-setting enrollment this fall, based on numbers of students enrolled on the first day of classes, Tuesday, Aug. 25. That number is 3,944 students, compared with 3,772 on the first day last fall.
