    North Dakota voters support making "extreme and malicious" acts of animal cruelty a felony.
    That's according to a poll by the Humane Society of the United States.
    The Animal advocates are now planning an initiative campaign to toughen North Dakota's penalties against animal cruelty.
    Under current law, the most severe penalty for animal abuse is a year in jail and a $2,000 fine.

    The proposed ballot measure would make cruelty to dogs, cats and horses a potential felony.
    Violations would have a maximum punishment of five years in prison and a $5,000 fine.
    Katie Pinke (Pink-ee) with the state Department of Agriculture says North Dakota is a HSUS target.     
    Pinke says while the Department has a zero tolerance for animal abuse, there is concern of how animal agriculture could be impacted.

(Katie Pinke / ND Department of Agriculture) "When the high fence hunting ban that we voted on a few years ago, that was a HSUS backed initiative and we saw very quickly, just a few weeks before they campaigned before the election and we saw that 2 of our urban counties voted for that and that was simply because they didn't have an understanding of what they were voting for. It's really not about high fenced hunting, ultimately in the end it's about impacting animal agriculture. And ultimately ending animal agriculture."

    Pinke says livestock owners need to start telling their stories NOW for a proactive versus a reactive approach.
