The bomb squad was called out after a caller reported an unattended backpack this morning south of the capital.
Officer Pat Renz with the Bismarck Police Department says officers responded to the North Dakota Republican Headquarters around 9:15.
A caller reported an unattended backpack near a retaining wall and thought it should be checked.
Police closed off the area to traffic and called in the bomb squad.
They x-rayed the bag and found it safe.
The bag contained clothing and personal items.
Streets were reopened around 11:30.
