2 Kids Ride in What Police Call a "Rolling Meth Lab"

One woman is charged with child neglect or abuse and 1 man is charged with Criminal Conspiracy after police pull over what they described as a "rolling meth lab."

28-year-old Chelsea Gagner and 27-year-old James Koch, who was driving, were pulled over for a license plate light being burnt out.

Both of them are from Mandan.

Gagner's 2 kids ages 7 and 9 were also in the car along with what police say are ingredients to make meth.

The task force was called in to take the vehicle.

The 2 children are now being cared for by their grandmother.

Child neglect and Criminal Conspiracy are both felony charges.
