City Council Denies Apartment Project

A plan to develop apartments in southeast Minot was denied by the city council tonight.

The plan for the "Minot Place" subdivision required a zoning change that the planning commission had recommended for passage.

But faced with opposition from several residents of the area around 16th Avenue and 13th Street Southeast, the council said "no."

Those opposed to the development say it is different from a proposal that was floated in 2010 when other development in that area was approved by the city.

(Eric Poppinga, Minot Resident) "The submitted plan is a direct contradiction to the approval given for the proposed development site by city council in 2010-2011. Apartment buildings on this property were denied then and should be denied now based on similar reasons."

But council members were told those plans were never officially submitted - only a preliminary drawing.

And the developer said he had responded to the majority of the complaints of the area residents.

(Willie Fielhaber,Developer)"We feel that we've tried to communicate with everybody and hear every concern. We can't solve every issue regarding this development and this plan but we feel we've reached out to as many people as we can and we stand before you with a plan we feel is effective for that area."

In the end, the 12 council members split their vote 6-to-6, making it appear the new mayor, Chuck Barney, would have to cast the deciding vote.

But it was then pointed out that eight yes votes were required for passage, making his vote moot.

The denial means the developer will have to go back to the planning commission with a different proposal if he wants to go ahead with a project on that land.
