Yes back in the late 60's and early 70's it was one of the major drugs of choice.  I just call it like i see it the drug was first manufactered to be used as a truth surym.  They could terrify someone without putting them in serious danger. Just make them think they were going to harm them.  It was dismissed because it wasn't quite as effective as they hoped it would be. Reply...

I'm sorry i may be out of line here but did it ever occur to anyone that this whole chasing meth letting it spread to catch more people sounds a lot like entrapment for one. Also this putting everone in jail over everything (a joint) small petty drug users is a lot like using cold and flu medicine.  Your only treating the symtoms. You guys are right if they let it spread it's more work and more jobs for them.  Just like when the CIA created LSD and it leaked out to the public and began to spread like an infectious disease.  It's my opinion that most of these people that are turning to drug use are mostly young people to start. The old ones have just been at it for a long time.  Hasn't anyone ever asked themselves why would someone accept drugs when they are offered to them.  Hmmm let me see as someone whos been down that road it all starts at home.  It might be a violent upbringing or maybe just verbal abuse.  Someone has been beaten down to feel like they are 2 inches tall ( A NOBODY).  So put yourself back in that young teenagers shoes.  You get picked on because of who your family is or because your a little different yourself. Shy and timid from experiences in the past.  As humans we can be quite repulsive at times and quick to judge.  Back to the drug deals and pushers.  They can relate to that kid keeping to themselves at a party.  They now they want friendship. They want to be accepted. Lets get em high and hang out with them. This is were it all starts.  A kid has been reaching out for years with nothing but pain and disappointment, and drug dealers will jump on that.  You want to hit em were it hurts here's how you do it you start up big brother and big sister programs for kids while there still in elementry school.  As big brothers/sisters you become friends with the kids.  They have to trust you before they'll talk.  In some cases it can be as easy as having someone to talk to someone that will listen.  In others you'll be shocked to learn that some people known as nice good people in your small community can really be nasty monsters behind closed doors.  Get these kids help before it's to late.  Don't throw them through the court systems and treat them like convicts it'll only drive them to fight there own battles harder, and learn how not to get caught.  Show these kids what a taste of a good life and a little hard work can pay off.  Get great foster parents like the ones I had, Tough but Fair and compassionate.  You do this and do everything in your power as a communtiy and throw these abusive cowards behind bars that abuse there families both mothers and fathers. Set examples for kids to show them the adults are wrong not them, and i promise you this infectious disease will die out slowly but surely.  Continue to throw manufacture's and dealers in jail and save the next generation.  Kill these drugs with kindness and compassion it sounds lame but just think about it put yourself in there shoes growing up and see if there choices make any sense and stop it. Put an end to domestic violence and Verbal Abuse, and things will change it won't be a fast or easy road. It'll be long and hard, but it's the only way to win.

I don't know where Andrew got his information on prices. I was told that a gram of meth sales for 200 to 300 a gram and there are 28 grams in an ounce. Do the math on that. Maybe the sheriff is getting a kickback. You know the saying, Money Talks. Reply...

Without the name of the town, this story is bogus.  I suppose it could be more vague to say, "a small town in the Midwest".  That would have just as much credibility. Reply...

One way rural ND can take a proactive approach to detering drug activity, is to eliminate old buildings in your community.

While each community likes to have some "cheap" houses that the younger people can use for a "starter home", eliminating unmaintained buildings eliminates buildings for drug activity.

I know of several small communities that have eliminated rundown buildings in their communities to keep the rif-raf out. This does eliminate the drug activity, as the drug dealers have to find housing elsewhere.

What burns me up though, is the amount of rented homes and apartments that are paid for through housing assistance, where there is drug activity.

In my honest opinion ALL welfare recipients (minors, too.) should be drug tested. Also, any rental assistance properties should have the narcotics dogs brought in, unnannounced. It really burns me to have my taxpayer dollars used to finance some bums who are too lazy to work. On top of that some deal drugs.

Let me tell you how it works:

Meth Cook in McHenry County gets busted. Charges are never filed against the cook as the locals have an incestuous relationship with the feds now that they are pumping money - ungodly amounts - into the local law enforcement departments in the name of Homeland Security and 'stimulus'......therefore.. the case is turned over to the Feds. The cook is allowed to continue cooking if he agrees to sell to Meth customers and other dealers. he also agrees to testify against them in court in exchange for a 5K1, which is a downward departure that in essence will let him walk free when he rats on everyone else.... The users and small time dealers will do more time than the meth cook...the guy who actually started this whole process to begin with, not to mention the guy who endangered the community. Everyone in the loop, what is referred to in fed parlance as the 'conspiracy to manufacture and distribute' methamphetimines goes to prison but one... Then a few years later, or more...they get out and 76% (the recidivism rate among the meth user) do it again, violate their probation, go to prison again...and again...and again.... I hope all you small towns figure this out some day and instead of letting the feds and cops perpetuate this scam and bankrupt you in the process, just take care of business yourself. You see a meth house, you know of a meth dealer...get rid of it the way small towns are supposed to. You have a loved one on meth...help him.

I've been in the feds...I know prison...i have lived with the enemy...and trust your gut folks...there is only one way to deal with them.

sally-you and I disagree a bit on the appointment vs election of the sheriff, but no matter. I think that to depend on government at any level to be your "watch dog" is foolhardy..The people ARE the ultimate "entity". Elections reflect the will of the people. Appointments reflect the desires of the few....far too easy to put in the good ol boy that way wouldnt you think?

As to oversight of a Sheriff:

Firstly nearly ALL documents generated by the Sheriff's Office is or will become public record. Any private party can access this information provided its disclosure is not part of an ongoing investigation, if releasing that information would jeopardize the investigation. Another example is juvenile cases are not typically public record.

There are many organizations that claim to watch out for the actions of police...the ACLU is the biggest one that comes to mind and they do have a North Dakota office.

I think the best bud nippers should be an interested and involved public. If they dont bother thinking about law enforcement until it affects them personally then they get what they deserve...harsh as that sounds...

The press is usually the first place people go to get information such as this...and the problems faced in Rolette County, particularly with the substandard administration of the jail were reported on prior to this action. But even then most of those who take the time to read about the problems rarely ever try to propose a solution chosing to sit around and bytch...seems discussion of rural politics in North Dakota permeates the small town cafes, primarily by people sipping coffee and complaining rather than actually stepping up and petitioning thier elected officials.

Finally when there are allegations of a Sheriff's misconduct, there IS redress available in this state as was exactly the case here. The governor is the check and balance that ensures accountability as he/she is legaly granted removal authority. After the AG investigated, the Governer moved to remove the Sheriff. Prior to the process being completely heard Sheriff Turcotte resigned.

The system worked. It is a slow process so if you have a better way then take charge and petition your legisative reps in your area! Reply...

AD: Thanks for answering my question. So as voters/taxpayers/citizens how are we to be privy to problems and what steps do we take? Most people leave it to county government to take care of these problems. The public needs to get educated before election time. Who is the "watch dog" that can nip these things in the bud?

I think the sheriff should be an appointed position rather than elected. Instead of a popularity contest or choosing the lesser of two evils, the sheriff would then be accountable to some entity. The ordinary, law abiding citizen, fool hardy as it is, doesn't bother thinking about law enforcement until something afffects them personally.

sally- UH...No! In North Dakota, County Commisions DO NOT have "over sight" or supervision over sheriffs, beyond aproval of their budget. Its a system of Checks and Balance rather than supervisory. The Sheriff is a political position chosen by direct election of the qualified voters of the jurisdiction. In most instances this means the over sight is on the shoulders of the voters. Police Chiefs in North Dakota are typically supervised by city commissions/councils because they are appointed to the possition per city ordinance. The North Dakota Centry Code specifically provides for office of Sheriff removed from direct supervision of a commision.

However there is a means of removal of a Sheriff without having to wait for election time...and thats the method demonstrated here in Rollette county and a few years back in McHenry County with then Sheriff Lamar who up and decided to stop showing up for work...through ivestigation by the AG's office and implementation by the Governor.

That said...I AGREE IT SHOULD HAVE NEVER GOTTEN THIS FAR...THE SHERIFF'S BEHAVIOR THAT IS! Reply...

Where was the Rolette County Commission during this time? Don't they have "over sight" or supervision of the sheriff? It shouldn't have gotten this far. Reply...
