Here is another ND site for you.

• When the owner of a vehicle sells, trades, or otherwise transfers the ownership of the vehicle, the owner must remove the license plate(s) and the vehicle will be considered unlicensed.

Ok, I'm done.

If You're Selling

  • Make sure you remove the license plates from the vehicle.

  • You will need to sign the title and record an odometer reading.

You can read more at this link.  Be an informed seller.

Unless something has changed in the last 9 years, the DMV did what the law says.  I can't remember the year but the law changed and made the plates attached to the person and not the vehicle so suggesting as the last poster before here stated that the DMV should have caught this isn't accurate as they did not buy the plate, they bought the vehicle.  Reply...

According to the original post.

"Now this spring I intended to sell it but the tags had expired so when I switched the title into my name I thought it should have tags with it and if someone bought it right away they could purchase the tags from me with this new law of either taking the tags or leaving with buyer."

The seller did his part.  It would appear the buyer decided to get new tags and plates and not tell the seller.

Kind of funny that the DMV did not catch this when the buyer got the new tags and plates for the truck,  Someone at the DMV should have caught that or at the very least ask the buyer to return the plates and tags that were already updated.  The VIN from the truck should have shown in their system as being updated already.

Swapping plates to another vehicle should have been possible.  Sounds like someone at the DMV just did not want to go through the paperwork drill.

Your failure to register the vehicle in your name within thirty days of aquistion was an arrestable/criminal offense. So was failing to transfer the title in a timely manner...considering you could have been arrested and charged with two offenses that carry a max penalty of 30 days in jail and/or $1000 fine on each I think you worry a bit too much about the fifty or so dollars you are out based upon your own poor understanding of the registration laws in North Dakota...all could have been avoided if you picked up the phone and called the Motor Vehicle Department ahead of time, described your situation and asked what needed to be done. The failing here is yours. The fact that you received poor customer service from a governmental employee in the Motor Vehicle Department and this is some how surprising to you leads me to wonder what planet are you from if you think that you are alone or this is something new...

if you buy a new vehicle, and have plates that are no longer being used on a vehicle (such as when you trade it in), you can transfer those plates to a new vehicle. You cannot just change plates because you bought new ones, with the intention to put them on one vehicle, and then because your other ones are about to expire, transfer it to that vehicle.  Your car is already licensed. Now, once those tags expire, go in to the DMV and see if you can transfer the new plates to the old vehicle. Bet they will let you do that. Reply...

I know in the world there are times that a person only has so many options. I wouldn't have taken it as a waste of my time if she had offered options. my specific issue with her was her attitude. The big picture is why you can apply value of the plates the tags to a future new vehicle I or my wife or even my children would buy but not to a existing vehicle that I own that the tabs were coming up on.. That didn't make sense that the value or cost of the new plates and tags simply goes away if I am not purchasing another vehicle.

As far as the clerk, by using the proper other options of a supervisor or director would have shown as you said her hands were tied but there would be other areas to at least review. Even if the answer might come out the same, it would appear that she recognized her answer did not resolve the issue and that a customer needs were not met and here is option a or option b. To turn her back and simply sit there just added salt to the wound.

Thanks for your thoughts and opinions though... Reply...

Yes perhaps she could have, but did you really want her to waist your time when even a supervisor wouldn't be able to tell you anything different?  Turning her back to you, yes that was rude but honestly her hands are tied! Reply...

Fight the Power

1989 the number another summer (get down)
Sound of the funky drummer
Music hittin' your heart cause I know you got sould
(Brothers and sisters hey)
Listen if you're missin' y'all
Swingin' while I'm singin'
Givin' whatcha gettin'
Knowin' what I know
While the Black bands sweatin'
And the rhythm rhymes rollin'
Got to give us what we want
Gotta give us what we need
Our freedom of speech is freedom or death
We got to fight the powers that be
Lemme hear you say
Fight the power

Chorus

As the rhythm designed to bounce
What counts is that the rhymes
Designed to fill your mind
Now that you've realized the prides arrived
We got to pump the stuff to make us tough
from the heart
It's a start, a work of art
To revolutionize make a change nothin's strange
People, people we are the same
No we're not the same
Cause we don't know the game
What we need is awareness, we can't get careless
You say what is this?
My beloved lets get down to business
Mental self defensive fitness
(Yo) bum rush the show
You gotta go for what you know
Make everybody see, in order to fight the powers that be
Lemme hear you say...
Fight the Power

Chorus

Elvis was a hero to most
But he never meant - - - - to me you see
Straight up racist that sucker was
Simple and plain
Mother - - - - him and John Wayne
Cause I'm Black and I'm proud
I'm ready and hyped plus I'm amped
Most of my heroes don't appear on no stamps
Sample a look back you look and find
Nothing but rednecks for 400 years if you check
Don't worry be happy
Was a number one jam
Damn if I say it you can slap me right here
(Get it) lets get this party started right
Right on, c'mon
What we got to say
Power to the people no delay
To make everybody see
In order to fight the powers that be

(Fight the Power)

pity on my ignorance? hmmmmmmmmmmmm do you work for the DMV? What I expected from a person who deals with the public was to at least give a simple option. I can give you my supervisors name and number or the directors name and number if you wish to pursue it further. I guess customer service is a thing of the past too even for a state agency... Just what exactly did you want her to tell you?  There is absolutely nothing she or anyone higher up can do for you!  Did you just expect her to take pitty on your ignorance?  The girls at the DMV do what they can when they can for people but even they have their limits!  Reply...

You have not been able to transfer plates and tags for quite some time now.  So, do you consider yourself dumb or dumber?

Lesson learned from this, is do not license a vehicle you plan on selling, get a temperary or driveout certificate.

You people are unreal. People ANYWHERE can be rude and nasty. It's not confined to ND. Don't stereotype an entire state based on some experiences you've had with certain people or in certain jobs. They aren't all that way. Maybe if you'd quit moaning and look on the positive side of things it wouldn't be so bad. Reply...

I think ND has some of the best people on earth, and I would move back there in a minute if there was a way. IF anyone wants to leave, hope they do...if you dont get it, you never will. By the way...the most inbred, close minded attitudes I have ever met up with in regard to women working and outsiders was on the pennisula west of Seattle, WA area. I just hope there is a spot in that wonderful ND prairie for me when I am free to come back someday. There is no better place. Reply...

Dear Orange Pie: I too am an outsider that moved here over 10 years ago. I transfered here for a job that I was treated terribly at for 4 1/2 years. I was even asked why a woman was taking up a good paying job that a man should have. That is the mentallity that I dealt with on a daily basis. I try to be very friendly, and I try to stay current with work issues and technology - I quit the first job thinking that with my experience I could get a similar job, yet the best I could do was occasional Temp jobs with Kelly Services. I have a BA and an MA in business and a very good work ethic yet I didn't even GET interviews??? I also tried to net work by joining several organizations to volunteer, but for some odd reason It didn't seem to help. I got asked to be on a lot of boards so I could work there, but never got leads for paying possitions. I have also lived in other metro areas (Dallas,TX., Long Beach CA., to name a few) and I felt that the quality of life there was sometimes better than here because we had more opportunities and more activities to do. I also felt that the cost of living issue was balanced out becuause although housing cost more other items cost much less. I married a local man so I will be staying, thankfully he has a good job. I take issue with the "Roots" program also, basically giving insentives to outside ND's to come back to ND - I want to scream, "We are Here! We want to work!" Why not an insentive for people from anywhere to come to ND?
Orange, I feel your pain, and I have been treated the same way on several occasions. Some Local ND's are friendly, but at arm's length and only superficially. Keep your chin up and continue to be friendly - it will make the crabby ones crazy. Reply...

Wow!! I thought CT was bad!!!, which it is as far as finding work, cost of living. I have been unemployed for 7 months after our office closed down. Understand 20-50 applicants for one position in my field of Admin Asst. I have gone so far as to apply for a Driver position as a Pizza delivery person, guess what, they never called back after attempting to call the Store Mgr. Also, have been willing to take less pay for a job that I'm qualified for but to no avail. Called our Unemployment office and they offer Free Workshops to critique your resume and also a workshop to give tips on interviewing since its been some time since I've interviewed, my next step. Also alot of our jobs are handled by Temp or Temp to Hire agencies which of course I am also registered with. Just want to work. ND sounds like a lot of places but can see where alot of people love to live there and are willing to be happy with a bit less. In the end we all want to be happy where we live. Reply...
