The state wouldn't have taken such extreme measures if that's all he was quilty of.

There is nothing wrong with being Christian, in fact it makes one a good man. Warren Harding was a good man, his friends destroyed him, much is the same that happened here. He, a good Christian man, trusted friends who he believed would do him no wrong and that turned out to not be the case. Such is as how it is. Actually the mistake was trusting his friends, the mistakes his "friends" made were no mistakes but blatant fraud, theft and misappropriations. Reply...

Every local that thought it would be "cool" to run for sheriff ran up here in the 2006 election.  The only one who was worth a vote was M. Shimetz, who if you recall, was a deputy under Sims for several years. RC wouldnve been LUCKY to have him.  he is an honest guy who wouldve done the job right.  but he was not as known in the belcourt  & on the rez area as Turcotte, so it goes. i know they offrered him the job now, but he turned them down, not wanting to get involved in the mess that now is Rolette county.

 i hope he runs again, but then again, he's too good for this rat nest up here.  i know his family and they are good people. Reply...

A good man you make me laugh...this man was a crooked cop before he even became sheriff he was to be protecting a community not his friends...I know how devious he is....he got what he deserves to bad it didnt catch up with sooner. I know his as well.

sally-you and I disagree a bit on the appointment vs election of the sheriff, but no matter. I think that to depend on government at any level to be your "watch dog" is foolhardy..The people ARE the ultimate "entity". Elections reflect the will of the people. Appointments reflect the desires of the few....far too easy to put in the good ol boy that way wouldnt you think?

As to oversight of a Sheriff:

Firstly nearly ALL documents generated by the Sheriff's Office is or will become public record. Any private party can access this information provided its disclosure is not part of an ongoing investigation, if releasing that information would jeopardize the investigation. Another example is juvenile cases are not typically public record.

There are many organizations that claim to watch out for the actions of police...the ACLU is the biggest one that comes to mind and they do have a North Dakota office.

I think the best bud nippers should be an interested and involved public. If they dont bother thinking about law enforcement until it affects them personally then they get what they deserve...harsh as that sounds...

The press is usually the first place people go to get information such as this...and the problems faced in Rolette County, particularly with the substandard administration of the jail were reported on prior to this action. But even then most of those who take the time to read about the problems rarely ever try to propose a solution chosing to sit around and bytch...seems discussion of rural politics in North Dakota permeates the small town cafes, primarily by people sipping coffee and complaining rather than actually stepping up and petitioning thier elected officials.

Finally when there are allegations of a Sheriff's misconduct, there IS redress available in this state as was exactly the case here. The governor is the check and balance that ensures accountability as he/she is legaly granted removal authority. After the AG investigated, the Governer moved to remove the Sheriff. Prior to the process being completely heard Sheriff Turcotte resigned.

The system worked. It is a slow process so if you have a better way then take charge and petition your legisative reps in your area! Reply...

I can't say that I was surprised to hear about this Sheriff's problems.  I was on a flight back from Minneapolis last winter and happened to be seated in the seat next to this Sheriff.  He was very talkative and explained to me that he and his wife, who I think he also said was also an employee of the Sheriff's department, were on their way back home from a law enforcement conference somewhere.


He also told me that he was having a hard time finding qualified candidates to hire as county jailers and that he had hired friends and relatives for some of those positions. 


All the while he kept talking, I was thinking to myself that some day I would see this guy in the local news.  I got the distinct impression that he was not a stranger to cutting corners and taking a loose interpretation of the rules. 


Call me psychic.

AD: Thanks for answering my question. So as voters/taxpayers/citizens how are we to be privy to problems and what steps do we take? Most people leave it to county government to take care of these problems. The public needs to get educated before election time. Who is the "watch dog" that can nip these things in the bud?







I think the sheriff should be an appointed position rather than elected. Instead of a popularity contest or choosing the lesser of two evils, the sheriff would then be accountable to some entity. The ordinary, law abiding citizen, fool hardy as it is, doesn't bother thinking about law enforcement until something afffects them personally.

sally- UH...No! In North Dakota, County Commisions DO NOT have "over sight" or supervision over sheriffs, beyond aproval of their budget. Its a system of Checks and Balance rather than supervisory. The Sheriff is a political position chosen by direct election of the qualified voters of the jurisdiction. In most instances this means the over sight is on the shoulders of the voters. Police Chiefs in North Dakota are typically supervised by city commissions/councils because they are appointed to the possition per city ordinance. The North Dakota Centry Code specifically provides for office of Sheriff removed from direct supervision of a commision.

However there is a means of removal of a Sheriff without having to wait for election time...and thats the method demonstrated here in Rollette county and a few years back in McHenry County with then Sheriff Lamar who up and decided to stop showing up for work...through ivestigation by the AG's office and implementation by the Governor.

That said...I AGREE IT SHOULD HAVE NEVER GOTTEN THIS FAR...THE SHERIFF'S BEHAVIOR THAT IS! Reply...
