CONTINUING COVERAGE: Department of Emergency Services sends Blue Alert

At 1:40 p.m. the North Dakota Department of Emergency Services sent out a Blue Alert. 

According to bluealert.us when a Blue Alert is sent it’s purpose is to “provide the means to speed the apprehension of violent criminals who kill or seriously injure local, state, or federal law enforcement officers.”

The alert was sent to people in Bismarck, Minot, and Williston. 

It states: 

BLUE ALERT – MEDIA ADVISORY

FOR IMMEDIATE RELEASE
INFORMATION CONCERNING AN OFFENSE AGAINST AN OFFICER

This is a BLUE Alert

SUSPECT:
Name: Villalobos Alvardo, Ulises John Carlo 
Race: Hispanic Sex: Male Age: 22
Height: 5’9” Weight: 190 Eyes: Brown
Hair: Black
Complexion: Medium, tattoo on neck, mustache or goatee
Clothing: Black T-shirt, Blue Jeans
Vehicle: HAS BEEN LOCATED

Additional Incident Information (Location, Date, Time): 

3200 block of Montreal Street, Bismarck, ND at 10:55 am.
UNKOWN if suspect is armed


If you have any information about this suspect, please call 911 immediately. Do not attempt to approach or apprehend the suspect. The above BLUE Alert information is available to the public by calling 511 and at nd.gov/publicalert 

We’ve reached out to the Department of Emergency Services as to why the alert was sent statewide and are waiting to hear back. 

Earlier this morning 22-year-old Ulises Villalobos attempted to run over a Bismarck Police Officer. 

Villalobos is described as an Hispanic male who is about 5’9″ and 170 lbs with brown hair and brown eyes. He is described as wearing a black T-shirt and blue jeans. 

Around 10:55 a.m. this morning, Bismarck Police Officers were assisting parole and Probation on the 3200 block of Montreal Street.  As one male was fleeing in his vehicle, he attempted to run over a Bismarck Police Officer.  The officer fired at the suspect vehicle.  Police are actively searching for the suspect.

The vehicle Villalobos was driving has since been located.
