(WDAY/WDAZ News) – North Dakota might not be as friendly as its reputation suggests.

FBI statistics rank the state second in the nation for hate crimes per capita.

Massachusetts took the top spot.

In 2015, North Dakota police agencies fielded three dozen hate crime reports.

Most of those were based on race or ethnicity, three were on religion and four were based on sexual orientation.

Some say those crimes stem from fear.

“Fear seems to be something that sells and that is often whipped up. And the sad thing is is it has real consequences,” said Pastor Martin Avery, Faith United Methodist Church.

Minnesota ranks 19th in the nation for hate crimes.
